Data Collection for Statistical Purpose on Workplace Injuries from Selected Factories

Objectives:

The main objective of the project is to organize the collection of relevant data within the 102 factories identified, using the data-collecting tool.

• Training of 4 BKMEA trainers on the data-collection tool including core briefing on EIS Pilot to cover 40 BKMEA factories
• Support the training of the trainers at factory level with relevant staff and efficient deployment of data-collection tool and awareness on EIS Pilot.
• Ensure support for effective monitoring and follow-up in the collection of data at the factory level (once every three months) and dissemination of EIS Pilot communication materials (approved by the EIS Governance Board) and display of materials at the factory

Provide all technical support and assistance that the project might require in the fulfilment of the tasks under the Agreement.

Description:

ILO has been working together with the Government of Bangladesh and industry partners on improving working conditions in Bangladesh’s Readymade Garments (RMG) sector. Previously this joint intervention has successfully completed Employment Injury Scheme (EIS) programme to ensure prevention, adequate compensation, medical care and rehabilitation of the workers. The pilot initiative has been successfully evident that the project helps to effectively protects employers from massive financial and reputational loss, and in extreme cases, closure of business, caused by industrial accidents. 

In June 2022, during the 111th Session of the International Labour Conference, the ILO and the employers’ organizations of Bangladesh have agreed jointly to work on a data-collecting tool to gather better and more reliable data to calibrate the costs of the employment injury insurance scheme and to demonstrate, based on reliable evidence, the viability, feasibility and cost efficiency of the pilot employment injury insurance scheme in Bangladesh. BGMEA and BKMEA, as well as international brands and workers representatives have shared their proposed factory list. From the list, with agreed upon criteria with the BGMEA and BKMEA, ILO experts have identified 102 factories. The data collection tool would be as simple as possible and collect only the essential data (i.e., age, wage, summary description of injury, time of absence, medical costs).

Achievements:

The relevant Data has been collected from 40 no’s of BKMEA member factory.

Progress:

The pilot phase of the program has completed and now we are planning for the extended program.
